Sandwell Primary Care Trust has utilised the VAT service provision of VAT Liaison for several years including the overseeing of a three Trust merger in 2006 into our current organisation.

Liaison's assigned VAT Manager, Ian Jordan, has introduced Liaison's new service, VATflow into the Trust since April 2007. This has witnessed a monthly service to us rather than the traditional quarterly review.

The new service has benefited the Trust in that we are now confident of monthly compliance with our VAT Return. In addition to which, the monthly cashflow has been improved with any VAT amendments carried out more regularly.

Along with the Contracted out Service review, Ian also rviews our debtor and cash income to verify compliance.

One of the major achievements from Liaison was the rectification of our VAT position regarding the regarding the 4 LIFT schemes that we operate. We are now fully compliant in this complex area and full VAT recovery is enjoyed.

The Trust's finance team are kept abreast of all VAT updates both through regular Newsletters and Ian's on-site advice. Ian provides a friendly and professional service from a local base.

Finally, Liaison are not restricted to VAT services - they have also assisted the Trust in areas such as Construction Industry Scheme and Salary Sacrifice.

It is very pleasing that the level of errors is now down to 'minimal'. This is due to your training and helpful advice during the year on your helpline and on your visits as well as a good team here.

After conducting a staff consultation exercise regarding increased staff car parking charges we decided to review the benefits of a Salary Sacrifice Scheme to see if we could minimise the impact of the increase for the staff.

VAT Liaison undertook a review of the current and proposed charges over the next two years to calculate the savings to both the staff and the Trust. VAT Liaison also included the impact on current VAT recovery so as to provide net savings to the Trust.

The Trust decided to implement the scheme. In order to keep the Trust's administration to a minimum, as part of their service VAT Liaison prepared the articles to appear in our internal newsletter to promote the scheme to staff; they produced sample saving schedules showing the benefits to employees, application forms and guidance notes for all those who were interested.

We have utilised the services of VAT Liaison for over 10 years now, under the guidance of your VAT Manager Ian Jordan. We have signed up to the new VATflow service that Liaison provides and have been pleased with the overall service that this provides to the Trust.

For over two years our financial services have been contracted out to the NHS Shared Business Service team, based in Leeds and Bristol. Ian’s work has complimented that of the NHS Shared Business Service team and I would recommend this dual approach to VAT Services.

We have retained VAT Liaison’s services in respect of our capital programme to ensure that we receive our VAT advice proactively and are therefore able to recover VAT as the payments are made.

VAT Liaison regularly brings to our attention new ideas to assist in the area of mitigating our VAT cost. For example, we have looked in depth at the possibility of utilising the Lennartz principle with one of our large capital schemes. This would have afforded the Trust a large cash flow benefit, much needed in the current financial environment.

As part of the VATflow service, Ian visits us monthly but, when not with us, he is always available for the provision of advice and his flexibility is invaluable to us when issues and queries arise.

We have employed VAT Liaison for VAT advice now for a number of years. I would particularly like to express my appreciation to Keeley Fitzmaurice, the VAT Advisor dedicated to our Trust. Keeley visits us regularly and can be relied upon to keep us up to date with any changes in VAT legislation. Keeley is on hand to answer our VAT queries and has always impressed me with her friendly and helpful manner. We recently upgraded our service contract with VAT Liaison to VATflow which means Keeley reviews our VAT situation monthly. This enables us to include the figures in a monthly VAT Return which means there is no delay in recovering the VAT due to us.

I think my colleagues will agree with me that it is always a pleasure to deal with Keeley on her visits to the Trust.

Due to changes in legislation earlier in the year we recently decided to approach VAT Liaison for CIS advice and I was particularly impressed with Alison Thoma's suggestions to implement the necessary changes. We also use their Tax Helpline for various PAYE queries and always receive a very prompt and thorough response.

NHS Lothian has currently enjoyed the VATflow service from VAT Liaison for over a year now. During this time we have noticed a marked increase in overall general VAT recovery. However, equally importantly there has been an improvement in VAT compliance, which has been confirmed with responses from HM Revenue & Customs.

We have noticed an increased presence on our various sites by the VATflow team. This has covered all areas of the Board's VAT affairs. I am pleased to report that Ewan Macdonald has concentrated on the core validation of income and expenditure, whilst Ross Muir and Kenny Lee have spent a great deal of time building up a rapport with colleagues across the Board on higher level consultancy across the larger strategic planning and development areas. We currently enjoy regular monthly visits to review VAT returns prior to the submission to HM Revenue & Customs. This ensures that the Board endeavours to account for the correct VAT at the correct VAT return. Our staff have benefited from regular on site coaching and training sessions from VAT Liaison.

In conclusion, the service from VAT Liaison has exceeded our expectations. The overall service has proved to be value for money and I would have no hesitation in recommending VAT Liaison and the VATflow service to any other NHS bodies.
